Fullbacks don't have to have good ball skills. I have had several great FB's on my rec teams who had mediocre ball skills, but were great because they were so brave.
Ask yourself: Can my opponent score on crossed headers from the corners? Few U-9 teams can. If they can't score from the corners, let your opponent have the corners.
What to do if you don't have subs? Is it ok to sub every 7 minutes?
I think the best place for a player who is very weak and afraid of contact is a wing midfield position (e.g., LMF or RMF).
